A man was shot to death while helping a doe and fawns cross the road Thursday in an inexplicable act of brutality. Investigators say this Lake Stevens man is the shooter.

LAKE STEVENS - Investigators say a 22-year-old Lake Stevens man is responsible for executing an off-duty correctional officer in a chilling drive-by shooting at the border of Lake Stevens and Snohomish Thursday evening.

Dylan Patrick Picard was arrested in Lake Stevens Friday afternoon and booked into Snohomish County Jail on charges of second degree murder. 

Less than 24 hours earlier, drivers in both directions of South Machias Road sat in their vehicles, waiting patiently as a man and a woman halted traffic to allow a doe and her fawns to cross the busy road.

The time was 7:45 pm.

That’s when onlookers say a man in a silver Lexus coupe inexplicably gunned down the man helping the deer cross and raced off.

When police arrived, they found a deceased mid-30s male.

A spokesperson for the state Department of Corrections confirmed the man worked at the Monroe Correctional Complex but deferred to the police for identification. As usual, the police then deferred to the Snohomish County Medical Examiner’s Office for identification.

Detectives quickly turned scant details including a blurry picture of a lowered silver coupe into information that led to Picard’s arrest.
