If a custodian finds a handgun in the stairwell, they report it. If a custodian finds a classroom door chronically locked after school and knows the same underage student is inside with the math teacher, what do they do? Usually nothing.

OLYMPIA, WA – Eight more educators were officially disciplined by OSPI for serious instances of sexual crimes and misconduct against the students they are charged with protecting and educating. Seven of the eight were cited for sexual misconduct involving a minor student. This report only includes discipline posted by OSPI in 2025. J425 has the details and the documents below.

Recent offenders include an Olympia middle school teacher who sexually molested an 8th grade student multiple times over the course of several years, pursuing the student from middle school into high school; a counselor at Redmond High School who plied a 17-year-old student with booze and had sex with her; a science teacher at Kentlake High School who transported a 15-year-old student off campus and attempted sex with her; a Renton School District teacher who had sex with a 17-year-old student and a Battle Ground School District educator caught in a law enforcement sting. This teacher continued to teach after sustained instances of sexual misconduct in 2019 and 2020. See below for summaries of each instance and the supporting documentation published by OPSI.

An Epidemic Ten Size the Size of the Catholic Church Abuse Scandal

Dr. Charole Shakeshaft, the nation’s leading researcher on sexual abuse in public schools, estimates that over 25,000 students each year are victimized by predators on staff in public schools1. In a 2005 report commissioned by the U.S. Senate, Shakeshaft found that one in ten female students are victimized by a predator employed by public schools. She has characterized this epedemic of violence against children as “at least 100 times the size of the scandal in the Catholic church.”2

Shakeshaft’s findings are reflected in the evidence locally at Lake Stevens School District — where at least 28 years have elapsed since a graduating class moved through the high school without a confirmed sexual predator on staff.

Her findings are reflected at the state level, where a 2003 Seattle Times investigation identified 159 Washington State public school coaches found to have committed sexual misconduct. At the time of the report, 98 of the predators — confirmed as such by district investigations — continued to coach.

The problem has only grown in magnitude since.


OSPI Official Disciplinary Findings in 2025

Thus far in 2025, the Office of Superintendent of Public Instruction (OSPI) has taken action against eight educators across Washington State and beyond, revoking or suspending their education certificates following findings of serious professional misconduct, including felony convictions related to sex crimes involving minors. These actions were prompted by a report from the superintendent of the district in question. It’s worth noting that many cases of abuse are not reported by superintendents, despite state requirements.

A search of the OSPI educator discipline database shows just one report of misconduct from Lake Stevens to OSPI in the last 25 years — and it was regarding an elderly homosexual teacher who may have accidentally received emails that included professional pornagraphic material. It’s worth noting that this teacher had never been accuses of impropriety involving a student. Given that Chris Mattingly verifiable had six district-sustained allegations of sexual misconduct involving students in his file before he was allowed to resign (and take a job at another district) in 2017, it’s easy to see that systemic failures of some kind are allowing predators freedom of movement in public schools.

The Professional Educator Standards Board, through OSPI, has the authority to issue, reprimand, suspend, and revoke education certificates for personnel employed in Washington's common schools. This authority is exercised when educators are found to lack good moral character and personal fitness or commit acts of unprofessional conduct, particularly felony crimes that bar them from future practice.

Permanent Revocations Issued

Several educators faced permanent revocation of their Washington Education Certificates, largely due to convictions for crimes specified under state law that mandate such an outcome. This means they are permanently barred from any future practice as an education practitioner in Washington.

* Jonathan Moore of Jefferson Middle School in Olympia, Sexually Molested an 8th Grader on Campus Multiple Times (Olympia School District)

Jonathan Moore, formerly a Digital Media teacher at Jefferson Middle School and Olympia High School in the Olympia School District, had his certificate permanently revoked after investigations revealed a pattern of unprofessional and inappropriate interactions with an 8th-grade student starting in the 2018–19 school year. This escalated to one-on-one Skype calls, frequent meetings, nightly phone conversations lasting until 1 am, discussions of spending their lives together, sexual intercourse simulations, and sexually themed conversations. In the 2020–21 school year, Moore engaged in sexual contact with the victim on school premises multiple times. He was charged with Child Molestation 3rd Degree, Sexual Misconduct with a Minor 2nd Degree, and Communication with a Minor for Immoral Purposes. Moore was found guilty, by plea, of Assault 3rd Degree (RCW 9A.36.031) on March 14, 2025, with the victim being under 18 years of age. His sentence included incarceration, community custody, psychosexual evaluation, and no contact with minors without treatment provider approval.

* Derik Detweiler, a high school counselor at Redmond High School plied a 17-year-old student with alcohol and had sex with her.

Derik Detweiler, who served as a School Counselor at Redmond High School in the Lake Washington School District, also had his certificate permanently revoked. From January to May 2024, Detweiler engaged in an inappropriate relationship with a 17-year-old female student, including transporting her, electronic communication (with efforts to delete messages), expressing desires to kiss and marry her, and providing her a key to his residence for multiple visits. He provided alcohol to the student and engaged in sexual contact with her at his residence around May 20, 2024. Detweiler was found guilty, by plea, of Communication with a Minor for Immoral Purposes, Sexual Misconduct with a Minor 2nd Degree, and Supplying Liquor to a Minor. His sentence included incarceration, community custody, and sex offender registration.
