SEATTLE – The Best Starts for Kids levy was a self-assessed voter tax meant to (make up for George Floyd) transfer property taxes from King County tax payers to nebulous categories like “youth non violence” among other things. The voters said yes. A “Racism is a public health crisis” proclamation from Dow Constantine greased the wheels, eliminating oversight and red tape in a rush to get funding to the source of the issue. And organizations like Community Passageways and SE Network Safety Net were ready to receive that funding. Of course, SE Network Safety Net went down when its founder was indicted in the sweeping federal Jackson Drug Trafficking Organization case - they lost their school safety contract after that. And Community Passageways has seen unarmed Black teens murdered in two locations where they were responsible for safety, not to mention the $800,000 their bookkeeper blew on gambling, Nordstrom and personal mortgage payments. Unfortunately these are just two of many examples of the wasted and lost funding distributed by King County DCHS. But it’s the sheer volume that’s so daunting: $500 million in four years was fire hosed out of property value and into the DCHS, to be quickly distributed to pretty much anyone with a non profit and a two sentence mission description that fit somewhere close to the intent of the measure. A King County auditor’s report brought this to light last Fall. J425 revisits the story now.

With investigations stalled, safeguards unimplemented and another billion about to go out the door… is King County running the perfect modern day patronage system?

While the King County Auditor sounds increasingly urgent alarms over “stagnated” investigations and “likely fraud,” the county is preparing to distribute a record-breaking $1.71 billion in grant funding this year.

To the casual observer, the Department of Community and Human Services (DCHS) appears to be a department in crisis, struggling to track millions of dollars in taxpayer funds.

But a closer look at the consistent outcomes—and the fierce internal pushback against oversight—suggests a different conclusion: the system is not broken; it is working exactly as designed.

They say you can tell the purpose of any system by its output.

Thus, the theory of “institutionalized patronage” suggests that the primary function of this billion-dollar pipeline is not necessarily the efficient delivery of services, but rather the systematic redistribution of wealth to a specific activist constituency.

In this model, the lack of financial stewardship is not a bug, but a feature that ensures the “spigots of cash” remain open to the political base of those in power.

Outcomes as Evidence

If the purpose of a system is defined by its outcomes, the DCHS outcomes are clear. Despite a “culture” of poor supervision and what the Auditor describes as “improper acts and payments,” the volume of funding only increases.

The department is currently managing a $3.42 billion biennial budget, the largest in the county’s history.

It is impossible to imagine worse stewardship of a billion plus dollars in public funds than the storm of corruption that occurred last year, with multiple former contractors now behind bars, federal, state and local probes currently ongoing, with basic safeguard yet to be implemented and tens of millions in public funds still unaccounted for.

But this year’s tranche of $1.77 billion in funding is already headed out the door before last year’s scandals are sorted out.

The Funds Must Keep Flowing

Two prominent examples illustrate how this system prioritizes fund distribution over accountability:

• The Jimerson/Heppard Kickback Scheme: A former DCHS manager – a convicted child murderer, no less – facilitated a $4.8 million grant to a contractor he’d met in prison – a convicted rapist and armed robber who now ran a youth non-violence organization. The two prison buddies worked out some graft: in exchange for $330,000 in kickbacks, Jimerson authorized $4.8 million in “grant” disbursals.

  • Jimerson was fined $7,000 and fired after whistleblowers came forward – but he kept the rest of the $330,000.

  • Heppard folded up his non-profit and disappeared with the $4.8 million. A few months later, he opened a new youth safety non-profit and quickly landed a $1.4 million contract.

  • Despite the clear criminal nature of the arrangement, investigations into the missing $4.8 million have “stagnated,” with the County Auditor reporting internal delays and obfuscation.

  • As of January 20, internal findings

    were marked as “incomplete”, the money remains missing.

• The Community Passageways Embezzlement: Nearly $893,000 in public funds were stolen by the finance director for the county’s largest youth service vendor. The finance director pulled hundreds of thousands out from casino ATMs. What she didn’t blow on gambling, she spent at Nordstroms and on luxury travel. CP CEO Dom Davis said he didn’t notice the missing public funds. Nobody inside CP missed almost a million dollars in blown public cash. The FBI arrested the finance director after following her trail from a previous non-profit. While a federal conviction was secured, the money was never returned, questions about internal controls at CP went unanswered. And even after a 17-year-old boy was shot to death inside a county-funded, CP-run diversion meeting that the boy was required to attend, CP’s contract was extended and the amount of money entrusted to Davis’ org tripled. The county’s internal response to attempts to obtain documentation of spending and receipts for public funds was characterized by what Councilmembers called an “explicit resistance to oversight”.

The “Immune Response” to Oversight

The most compelling evidence for this theory is found in the “pushback” reported by King County Auditor Kymber Waltmunson in an October 31, 2025, letter to elected officials requesting assistance.

BELLEVUE — Upon moving into the Bellevue house, she heard Nikita beating women almost nightly: the distinct sound of slaps followed by screams pleading with him to stop. On one of her first nights in the home, she watched him strike his girlfriend across the face, hard, before casually returning to his routine.

It took roughly a week for Kate Harper1, then 19, to become a target of her new modeling manager’s violence.

Kate had moved into Nikita Tyukalo’s Bellevue residence in late summer 2025 after her long-time manager merged his talent agency with Tyukalo’s operation. Now 21, the Washington State native has a small frame, fine features, and pale blonde hair. But in late 2025, her daily reality was marked by black eyes and body-wide contusions.

Standing 6 feet 7 inches tall and weighing over 200 pounds, the 21-year-old Tyukalo possessed the physical reach of a division-level college basketball player—a sport he had played at a Kansas community college before pivoting to managing digital content creators.

According to police records and victim statements, Tyukalo routinely used his imposing frame to inflict physical and psychological terror on the young women under his control.

“He enjoyed throwing peaches at me, I don’t know why,” Harper told Bellevue police.

Tyukalo would wind up and the hurl overripe, pitted fruit — sometimes weighing as much as two pounds — at Harper’s 100-pound frame, with maximum velocity. The concussive impacts left deep bruising across her ribs and torso. The abuse was systematic, designed to demean her while preserving just enough of her physical appearance to keep her working.

Harper was one of the highest-earning content creators in Tyukalo’s network. Yet the physical abuse was daily, indiscriminate and unpredictable. Tyukalo regularly threw drinks over her head, slapped her, and pulled her violently to the floor by her hair.

On one occasion, Tyukalo emptied a plate of room-temperature spaghetti and marinara sauce onto her head, violently rubbing the food into her scalp while she sat there helpless.

Harper said she realized quickly that Tyukalo’s violence was not driven by substance abuse or loss of temper. Tyukalo did not drink or use drugs. He was sober, calculated, and unpredictable. He abused people for the enjoyment of the act.

The abuse was so regular and jarring, the days began to blend together for Harper, who, unlike other models, was forced to live in a closet and wasn’t allowed to leave the premises in search of food or water. Text messages reviewed by J425 show Harper begging Nikita and his henchman to bring her water and medicine.

“It’s kind of all a blur,” Harper told a Bellevue police detective during a recorded interview.

“Like, I remember that I got hit a lot, but I can’t remember specific instances other than a flash of getting pulled to the ground by my hair… or just being called awful things and then getting slapped.”

Tyukalo’s abuse of Harper frequently involved firearms.

UPDATED Jan 14, 2026 — J425 has published stories on 1/13 and 1/14 reporting on the emerging problems with the Stokes transfer - namely that he was expelled from his previous school for beating up a couple 8th graders, one of whom happened to be the brother of a certain MLB fireballer / former number two overall draft pick. WIAA athletic intake forms submitted by SPS in registering Stokes specifically ask if the student was subject to discipline at the time they left the previous school and if so, an explanation is required as transferring to avoid discipline is not permissible and the state associations observe reciprocal penalties. The AD submitting the form is expected to seek the answer to this question via an exchange of records with the previous school, an act that is required by both athletic associations involved in this matter. And yet RBHS did not seek such records or an explanation from Sherman Oaks. Detailing why Stokes was forced out at Sherman Oaks would’ve punched holes in RBHS’ thin story: the number one player in the Class of 2026 suddenly moved to South Seattle one week before his senior season… because his mom got a new job. His mom works for him, more or less. And over 30 major West Coast outlets have reported on the real reasons for Stokes’ expulsion — including the LA Times and Sports Illustrated. It’s only here, in Western Washington, that we’re expected to swallow an unbelievable story (forwarded by media lapdogs like Glen Nelson) when every other major prep sports outlet from — KSR Radio to 247 Sports to On3 to ESPN — is reporting the truth. That said, J425 never takes someone else’s word for it though, so we first spoke to LA prep media kingpin Tarrek Fattal (SI) for background, then we spoke to the father of one of the eighth graders whom Stokes scrapped with. We independently confirmed the information reported at every other outlet outside the PNW: Stokes was forced out at Sherman Oaks and came to Rainier Beach because they offered him a soft landing and pledged to help him through his um paperwork. As if the anyone believed that Mike Bethea was just totally surprised to see Stokes show up. Why is this important? Not because a 17-year-old is avoiding punishment that it sounds like he deserves. And it’s not really about Stokes at all. It’s about the fact that SPS is on probation from Roosevelt and Garfield scandals and WIAA had said that he more deception could lead to the death penalty or suspension of athletics district wide. So who authorized Rainier Beach basketball to gamble the future of athletics district-wide in order to import a teenage star already on his fourth program in four years? Does that sound like a decision centered on local kids? I’m not even going to broach the concept of honesty because as J425 reported in the Roosevelt and Sugiyama stories, adults enmeshed in SPS athletics have absolutely no compunctions about forcing someone else’s child to lie on federal forms and claim aid set aside for homeless students — in order to circumvent state eligibility rules. So honesty really hasn’t been a value modeled by the adults in and around the SPS athletic scandals we’ve covered. At the same time, we’ve also answered some of the questions in the initial story. RAINIER VALLEY, WA (Dec. 14, 2025) - Last month, the nation’s most highly-rated basketball recruit – Tyran Stokes, 6’7 small forward, five star recruit, three-time gold medalist and Nike-endorsed athlete – suddenly appeared at Seattle’s Rainier Beach High School, two days before the basketball season started, a trail of social media creators, sneaker reps and hoops agents in tow.

Initially, it wasn’t obvious or even likely that Stokes would be granted athletic eligibility, given the circumstances of his departure from his previous school in Sherman Oaks, CA…the strict Washington state athletic transfer rules/recruiting prohibitions…combined with the rocky situation at Seattle Public Schools, where the district, its athletic director and the Metro League in its entirety were placed on probation after a recruiting scandal and the ensuing investigation resulted in a series of serious recruiting violations and “systemic failures” that pointed at a lack of institutional control… and left the district just one slip up away from possible suspension of all athletics or even expulsion from the state athletics association.

Let’s not bury the lede: by the letter of the law, given the reported facts of Stokes’ move north, by the letter of the regulations, the Rainier Beach star appears to be ineligible, and if he was granted eligibility improperly by SPS district officials, it could have shattering ramifications for the school, the district and the region, especially considering the June 2025 Roosevelt recruiting scandal findings, in which SPS Athletics, SPS AD Pat McCarthy and Metro League were all put on probation.

This after the fact finder appointed to investigate Roosevelt/SPS stated that in similar situations nationwide, a period of suspension from athletics was the typical penalty.

So the stakes were high as SPS evaluated the Stokes transfer. As was the visibility, given Stokes’ status as the top player in 2026 and a growing star with a considerable social media footprint.

Before we get too far in the weeds, let’s consider just two regulatory hurdles that SPS faced when considering whether to grant Stokes instant eligibility

1. First, regardless of residency situation, the WIAA has a full ban on immediate eligibility in the case of transfers that occur for athletic reasons or in order to escape discipline or suspension. Period.

At-will transfers occurring for reasons relating to athletics require a mandatory one-year sit-out period.

According to WIAA Rule 27.0.0 and Appendix 4, a student who attends a school for an “athletic purpose” is ineligible for all sports for one full calendar year, “regardless of their residence”. This regulation closes the loophole for families who physically move solely to secure an athletic future.

SEATTLE - Federal prosecutors have officially ended plea negotiations with the key defendants in the sprawling Jackson drug trafficking organization (DTO) case, closing off avenues final avenue for charged traffickers to avoid decades in prison.

Prosecutors notified the court they’d ceased negotiations with Jackson DTO leaders following a wave of guilty pleas from co-defendants — and shocking revelations that criminal activity has continued unabated from within the federal detention center.

Prosecutors allege that ringleader Marquis Jackson continued to orchestrate a sex trafficking ring via jailhouse phone calls placed to a minor sister, currently residing with charged co-conspirator — and noted community non-violence activist — Matelita “Marty” Jackson.

Editor’s Note: Abuse of homeless student programs. Six figure hush-money payouts. Rampant dishonesty in the face of external inquiry. And local fraudsters feasting on schools and walking away scot-free. The Alan Sugiyama High School/Great Futures Prep scandal is the prototypical Seattle Public Schools scandal, complete with the unsatisfying conclusion. J425 initially reported this story five months ago. This story covers a shockingly underreported episode of forgery, fraud dishonesty and corruption inside an alternative high school adjacent to Rainier Beach. The idea here? A Nike travel ball coach launches a private prep school inside the public Alan Sugiyama campus and recruits players from across the country, capitalizing on Rainier Beach bball cachet and promising specialized training and a daily focus on basketball development. Without district office knowledge, the trainer & the principal fired up GREAT FUTURES PREP and began billing families up to $22k in tuition. The money that came in? Kept out of SPS coffers and routed to the Boys and Girls Club of King County, which serves as a clearinghouse for non-profits and volunteers with whom SPS affiliates. When this program crumbled, the tuition money was gone — which is why SPS had a very public moratorium on payments/contracts with the Boys and Girls Club. This relates to our last story on the contracts Annie Patu approved for her sister Marty: not only were those deals in apparent violation of SPS ethics policy barring administrators from issuing payments to relatives, the contracts came after the very-public orders from district office for all business with the Boys and Girls Club to stop (Marty Jackson billed the district through the Boys and Girls Club). Since our initial report, we’ve spent more time on the “why?” behind this episode in corruption. And as time goes by, we’re seeing more and more links to another power center in the SPS universe. Who would benefit from a pool of international talent arriving at a Rainier Beach area alternative school? What made these people think they could walk into a public school, takeover facilities, and teach kids to lie in order to defraud federal homeless programs? Pattern recognition sensors: activated.

ALAN T. SUGIYAMA HIGH SCHOOL, RAINIER BEACH, WA 2024 — It started with a strange and uncomfortable request. Soon after starting her job as a guidance counselor at Alan T. Sugiyama High School, Karen Byeman was asked by her principal and basketball coaches to find a way to prevent some seniors from graduating.

Byeman found the request troubling, as the students in question were on track to graduate on time. She told the coach and principal she didn’t think she could help. Her colleagues said they’d check back later.

The students were part of “Great Futures Prep,” a new and supposedly innovative elite basketball program created as a partnership between Seattle Public Schools (SPS) and the Boys & Girls Clubs of King County (BGCKC).

The Great Futures program was housed within Sugiyama,

an alternative high school designed to help at-risk students find career paths in fields like music production and horticulture—a mission starkly at odds with the elite, high-stakes basketball program operating under its roof.

This contrast was evidenced by the request to shift grad dates: a prep school tactic known as reclassification, in which grad dates are moved forward or backward as necessary due to external recruiting conditions. It’s not something done in public schools and it set Byeman on edge.

One evening at home, Byeman was browsing the Great Futures program website when she discovered the family handbook. What she read shocked her: families in this public school program were being charged tuition. Tens of thousands of dollars of tuition. Her discovery set the stage for the unraveling of a major scandal built on fraud and a stunning failure of oversight.

“I felt like I was in the middle of a really weird – I think, illegal – situation. How can these parents pay all this money, but the kids go to school here for free?” Byeman told KUOW.

The Tuition Scam Inside a Public School

The district investigation that later followed Byeman’s whistleblowing uncovered a clear pay-to-play model operating within a public school. The Great Futures Prep coach quoted families a tuition of $22,000 for the Great Futures Prep program.

The Boys and Girls Club provided records showing that after “scholarships”, families paid between $5,000 and $14,000 in annual tuition collected by the coach and routed through the nonprofit (as opposed to the district).

Boys and Girls Club officials stated that the money was used to cover travel expenses for the team’s national game schedule, but this wasn’t verified and it doesn’t explain the impermissible collection of tuition funds for attending a public school.

While the coach and the nonprofit partner collected thousands from families via a system that the district says it wasn’t aware of and hadn’t approved, the admittance of each international student into Sugiyama High School via Great Futures Prep was creating a deficit in public accounting. SPS has a program that allows foreign nationals to attend, at a cost of $19,000 per year for each students. As Great Futures Prep charged a false tuition of $22,000 routed through external sources, the public school district simultaneously failed to collect its own required fees, creating a second layer of financial impropriety. In effect, both the individual families and the district as a whole were getting bilked by the scheme.

The district investigation found that Principal Joe Powell facilitated the Great Futures Prep project with an external Nike-associated basketball trainer named Dominique Brooks serving as head coach inside Sugiyama. Powell was reportedly aware that several players had been recruited internationally from countries like New Zealand, Canada, and Senegal. When asked if the district had tried to recoup either the improper fees charged to parents or the tuition money due to the district, a district spokesperson did not respond to KUOW reporter Ann Dornfield.

Exploiting a Law Meant to Protect Homeless Students

In a story familiar to those who’ve followed recruiting scandals at Roosevelt and Garfield High Schools, the Great Futures Prep architects exploited a federal law designed to protect the most vulnerable students, turning a safeguard for the homeless into a tool for illicit enrollment.

An investigation found that nearly all the student-athletes had been enrolled in the district as homeless under the McKinney-Vento law. This was done, the investigator noted, “as a means of subverting the deadline for nonresident student enrollment.”

Crucially, the investigation concluded that none of the students were actually homeless. The investigator’s report pointed out an obvious inconsistency:

“Claiming McKinney-Vento status would be inconsistent with what is known about the Great Futures Prep players’ situations, given that their families were each paying a substantial fee to Boys & Girls Clubs of King County in order for them to participate.”

The report also stated that Dominique Brooks, the local basketball trainer who managed the program and served as head coach instructed families to claim homeless status. While Principal Joe Powell denied any involvement, the investigation found that he directed his secretary to give the McKinney-Vento questionnaires to the new students as they enrolled.

Until the McKinney-Vento fraud mechanism was laid bare by the Roosevelt scandal, this illicit technique had been used for years throughout SPS by coaches seeking to circumvent state athletic eligibility standards by the brute force provided by a federal law that - with respect to homeless students - removed all barriers to participation. The scheme was effective in transforming mandatory one year sit-outs into immediate eligibility, with the side benefits of removing pesky grade and attendance checks. Great for underhanded coaches, not great for students or parents. The district was aware of the ploy’s existence, as investigations as early as 2017 had turned up the fraud. In each case, however, from Garfield to Roosevelt through Sugiyama, the district claims to be unaware of the fraud, pleads ignorance, and vows to do better. Given the fact that the actual homeless status of the student athletes had to be later rectified by adjustments by the district office (to avoid fraudulent reports) it seems improbable that the details of the widespread use of McKinney-Vento fraud was secret to the district.

Forgery, Impersonation, and Fraud

The investigation further claimed that Dominique Brooks’s fraudulent activities extended far beyond the enrollment scheme to include outright forgery and impersonation. And the extent of the fraud also paints a picture to the level of penetration inside public schools that unvetted, non-staff actors are allowed. Like Sam Adams at Roosevelt, it appears Brooks was never formally subjected to a hiring or background process. And yet he was inside a public high school, representing himself as an agent of the district entitled to collect $22k a year in fees.

After counselor Karen Byeman resigned, Brooks “doctored Ms. Byeman’s resignation email to include false information” in an attempt to obtain payments and assist in registrations.

The investigation also found that Brooks posed as the guidance counselor in numerous other recruitment emails sent to the families of prospective players.

In one incident, using Byeman’s identity, Brooks allegedly tried to obtain a $14,000 payment from an international student’s college savings plan, by falsely claiming that Great Futures Prep was a post-secondary institution and that he was a registrar. When the payment could not be secured, the investigation said the student “was kicked out.”

The fraud in question was only uncovered when an email reply to Byeman included the doctored original. And to date, the district has shown little interest in getting to the bottom of the matter, or in reporting the apparent felonious activity to the police or state investigators.

J425 had forwarded the details of this story to the Office of the Superintendent of Public Instruction seeking comment on whether state oversight has a role in this matter.

A Six-Figure Payout for the Principal

Instead of facing discipline for his role in the scheme, Principal Joe Powell received a six-figure settlement from the district.

After being placed on administrative leave, Powell signed an agreement with Seattle Public Schools in exchange for his resignation. A key term of the settlement was that “Seattle Public Schools made no policy findings against Mr. Powell.”

Under the agreement, Powell was allowed to return to paid administrative leave until January 31, 2025. This arrangement allowed him to continue receiving his approximately $199,000 salary and benefits for nearly eight months after he had already agreed to resign.

This is a standard tactic used by districts who are typically uninterested in pursuing justice and more interested in limiting perceived “risk”. As in limiting the risk of liability that an external criminal probe might uncover. The repeated use of such payouts not only rewards those who fail the public, it also prevents future employers from finding out about improper activities that would likely render a prospective applicant unemployable. Instead, districts continually recycle each other’s bad actors in a practice administrators bitingly refer to as “the dance of the lemons”.

A Systemic Failure of Oversight and Accountability

The scandal was not the result of one rogue employee, but a systemic breakdown enabled by parallel failures of oversight at both Seattle Public Schools and the Boys & Girls Clubs of King County—each organization providing the other with the institutional cover to avoid accountability.

This breakdown created an accountability vacuum that Dominique Brooks and Joe Powell exploited, allowing fraud to flourish without scrutiny. Consequently, the scandal was never externally investigated, and as a non employee, Brooks basically walked away with little more than reputational damage and no repercussions for the alleged widespread fraud and misuse of public resources. Furthermore, the district delayed reporting the crimes to law enforcement, and when they finally did, the report was made in such a manner to render any investigation impossible. While a district spokesperson told KUOW news they reported findings to police in December of 2024, a police spokesperson confirmed the report was only filed on the evening before the story’s publication in January of 2025 — more than six months after the district’s internal investigation had concluded.

Seattle Police Department told KUOW that when they responded to a 9pm Sunday night call, the district employee who filed the report told police he didn’t know any details, “had not been part of any of the investigation” and had simply been instructed to phone in a police report by supervisors.

The Boys & Girls Clubs’ leadership, meanwhile, downplayed the program’s fraudulent nature. A release issued through a public relations firm stated that the Great Futures Prep program “achieved its goal,” with the non-profit’s CEO at the time of the scandal stating that she considered the Great Futures Prep initiative a “successful experiment” in institutional flexibility, (assumedly despite the forgery and fraudulent enrollments).

A Scandal with Lingering Questions

The Great Futures Prep program was ultimately a pay-to-play scheme built on forgery, impersonation, and the exploitation of laws meant to protect homeless children. It was enabled by a systemic failure of accountability within both a major public school district and a prominent nonprofit organization. It took funds out of the pockets of families and into the hands of bad actors. The fraud besmirched the districts’ reputation and defrauded the families of a constitutionally guaranteed right to a free public education.

And the district failed to protect the victimized families or the employee who ultimately lost her job in order to report the ongoing fraud. Unlike the principal, Byeman did not receive a $200,000 payout.

Today, several of the student-athletes involved have moved on to play college basketball.

Dominique Brooks, the coach at the center of the fraud allegations, is now associated with Seattle Rotary Boys & Girls Club and was also associated with a program in Issaquah called Elite Futures Prep. Brooks’ LinkedIn page identifies him as a NIKE EYBL Head Coach and the owner of Brooks Scouting Report. His X tagline states that he is “Developing Better Youth for a Better World.”

A Seattle high school principal disregarded district procurement and ethics policies in sending tens of thousands of taxpayer dollars directly to her sister’s organization in July 2024, exposing a district-wide cover-up regarding a scandal-plagued vendor.

Newly obtained personal service contracts show Rainier Beach High School Principal Annie Patu authorized a $50,000 payment to a subsidiary of the Boys and Girls Clubs of King County directed by her sister Matelita “Marty” Jackson.

The deals violate strict district ethics policies against self-dealing and directly contradict public statements from Seattle Public Schools claiming it had terminated all partnerships with the vendor following a massive tuition fraud scheme.

Jackson is currently awaiting federal sentencing for laundering money on behalf of a multi-state fentanyl trafficking ring.

The Scheme: A Private, $22k-per-year Basketball Prep School INSIDE a Public High

Accountability czar Ted Howard oversees athletics on the SPS org chart.

According to Ted Howard’s ethics disclosure, his brother-in-law is Joe Powell.

As in, Joe Powell, former Principal at Sugiyama high, the administrator who oversaw the Great Futures Prep scandal at Sugiyama high school.

KUOW broke the story of how Powell, as principal of Alan T. Sugiyama High School, installed Nike agent Dom Brooks to run a school-within-a-school basketball prep program at the district’s Rainier Valley alternative high school.

Together, Powell and Brooks oversaw “Great Futures Prep”—described in marketing material as an elite basketball program that bascially functioned as a private, $22,000-a-year “pay-for-play” scheme within a public school, promising athletic coaching, skill development, visibility and college scholarships.

For these services, marketed quite literally to basketball players around the world, Powell and Brooks managed to charge parents tens of thousands of dollars to send their kids to free public school.

Until wrongdoing was reported by a counselor (who basically lost her career for it) all of this was occurring without the district’s (or accountability czar/brother-in-law Ted Howard’s) knowledge.

Prospects from as far as New Zealand and Senegal were recruited and reportedly instructed to enroll as “homeless” under the McKinney-Vento Act, in order to classify as homeless and skirt WIAA eligibility regulations and pesky rules like grade and attendance requirements.

From KUOW:

Principal Joe Powell told the investigator that he was unaware that students had falsely claimed homelessness, and was not involved in recruiting or enrolling teens for the program.

However, the investigation found that Powell had his secretary give new Great Futures students McKinney-Vento questionnaires to fill out.

“We’ll be offering our young people another pathway,” said Joe Powell, principal of Sugiyama High School, in a promotional video for Great Futures Prep.

“In today’s day and age, in order to complete high school, you have to have had some form of pathway that you committed to while you’re within school.”

KUOW reports that none of the recruits actually attended classes.

Further, the program didn’t just bypass athletic rules; as Dom Brooks grew bolder (forging documents and signatures, routing payments to the Boys and Girls Club, “expelling” students for non-payment of funds) the program likely broke federal and state law, according to a 2025 KUOW report.

The scheme collapsed when Moore and Brooks began pressuring a guidance counselor to stop players from graduations, so they could return for a fifth year. Ultimately, the counselor noticed that Brooks had been stealing her letterhead and email account in order to pose as her, certifying the enrollment of players and even soliciting funds.

When the scheme collapsed, the district accountability was non-existent. Instead of calling the police, the district delayed and obfuscated. Instead of tracking down the stolen taxpayuer funds, the district quietly paid off those involved to keep quiet.

Instead of termination, the district handed Powell a “golden parachute,” allowing him to resign via a settlement that placed him on paid leave to collect a $199,000 salary plus benefits for eight months. The “tuition” stolen from parents was never recovered. And when KUOW asked the district whether they reported the crimes to police, the district pulled off this charade (per KUOW):

…a Seattle Public Schools spokesperson said that the district reported the findings to police last December, six months after the investigation concluded.

However, a Seattle Police Department spokesperson said the police report was made several days ago, at 9 p.m. on Sunday, as this story neared publication.

When police arrived at Seattle Public Schools headquarters, the district employee “stated he had not been part of any of the investigation and had simply been told by the district’s legal advisors to call Seattle Police to file a police report.”

Before asking district taxpayers to shell out hundreds and even thousands of dollars for their kid to play sports, shouldn’t the district at least chase down that $22,000-a-year in fraudulent tuition collected by the Great Futures Prep management?

Shouldn’t the district show enough respect for their tax base to report the crime to authorities, and actually assist the authorities in locating the funds and wrongdoing?

And what of the six-figure golden parachutes, the reward given to those overseeing the bilking of tax payers?

How can SPS shell out taxpayer cash to reward administrators who actively bilked students and parents and – at the same time – look to parents, shrug, and say “ya gotta pay if you wanna play?”

Takeaway: Board Should Appoint an External Investigator to Probe Corruption and Nepotism in SPS

In summary, it’s incumbent on district administration to first confront the crises of integrity plaguing SPS athletics. The district must at least take initial steps in cleaning up their own sordid history of pay-to-play, corruption, nepotism and dishonesty rampant in the SPS athletics system.

The board should appoint an external fact-finder to get to the bottom of the aforementioned scandals, identify the sum total of lost, misplaced and wasted funds and root out any and all instances of continued corruption and lack of fiscal, academic and athletic stewardship present in the Seattle Public Schools system.

Editor’s Note: We published this story months ago but given the recent resurfacing of Patu-Jackson related criminality (occurring as usual either in —or adjacent to — the SPS cinematic universe) including J425’s exclusive report that FBI investigators questioned Rainier Beach principal Annie Patu about connections to Jackson Drug Trafficking Org activity. On one level, the connection is obvious: blood. The Jackson DTO was operated out of Patu’s sister’s house, where three generations of Principal Patu’s in-laws, siblings, nieces and nephews ran a multi-state fentanyl and weapons ring responsible for at least four deaths in WA. Not our business? Maybe if the Jackson DTO didn’t thoroughly overlap with SPS. Patu allowed her sister Marty — now facing 168 to 210 months in federal prison to oversee STUDENT SAFETY at Rainier Beach High School. And the FBI questioned Patu about a payment she made to an indicted drug mule transporting 60,000 fent pills. Patu said she simply forwarded money from her sister to a woman she’d never met (the trafficker).

Does this sound normal to you? Is this what senior administrators at high profile high schools typically do? The payment is complicated by the fact that Patu told the FBI that she was aware of gang ties and a grow operation connected to her sister and her nephew Marquis, who now faces life in prison. Patu let Marquis use her home as a mail drop even though he didn’t live there and she knew about his gang affiliations and previous legal issues (convicted in a drive by shooting, etc). So making electronic payments for drug traffickers to drug mules moving their product is one thing. Patu says she just did what her sister asked. Patu hasn’t been charged or accused of wrongdoing. The feds told the court that her proximity to the Jackson DTO was concerning and at least made her a witness in the sprawling case. And it’s a deadly serious case. Five of Patu’s close family members, (two of them who served on the RBHS design committee and one of whom who oversaw student safety at RBHS) face federal sentence ranges that look like baseball slugging percentages. Marty Jackson is looking at 220 months. Mandel up to 400. Marquis? Forget about it they just wrote down a capital L.This is far from the first time that Patu-Jackson politics have interceded on SPS business. At the same time that Marty Jackson was serving her last pre-indictment days as a violence interrupter on RBHS campus, her brother Saul Patu was coaching at soon-to-be scandal ridden Roosevelt High School. J425 broke the story of Sam Adams and Patu improperly recruiting 18 prominent football players from area schools before promptly instructing them how to lie to athletic administrators, how to fraudulently apply for homeless student benefits they weren’t entitled to and what to say if asked questions about their residency (McKinney-Vento!). That’s not all, of course. Saul Patu had convinced then principal Tami Brewer (a straight-from-central-casting, middle aged, highly educated authentic caucasian Seattle Karen, operating right here in the Karenocracy!) I mean, this white lady said her mission statement was “saving Black and Brown boys”. Saul must’ve looked at her like a meal. He easily convinced her that he needed $160,000 in soul-source grant funding from the RHS endowment for the purpose of operating a “Kennel Club”. Oh and he’d need a classroom to appropriate as well. What for, you ask? Well, to kennel the Black and Brown boys away from the regular students, so they wouldn’t have to be bothered with “grade checks” or “attendance” or “school”. Yes, I’m telling you that the white progressive Karen paid Saul $160,000 to kennel Black and Brown athletes away from their peers, and release them when it was time to practice. Almost none of them graduated. Does this sound right to you? Anyway. J425 broke that story wide open, the 2024 season was forfeited and Adams, Patu and principal Brewer um no longer work there. So all of this is to say that almost every controversy involving this family includes mind-numbing hypocrisy, graft, and a trademark level of “rules-are-for-thee” arrogance that is just not a great addition to the district culture. Culture of Corruption and Nepotism Pervades SPS

SEATTLE — A January 28, 2026 Seattle Public Schools (SPS) memo (full memo included at bottom of post) written by SPS athletics accountability czar Ted Howard, addressed to SPS board members, cites a $2.6 million budget shortfall as the reason why parents must foot the bill for student athletics going forward. Howard’s memo lays out a “pay-to-play” policy proposal that calls for families to pay up to $250 per student, per sport.1

A deeper look into the district’s “pay-to-play” architecture reveals a systemic culture that’s more like “you pay-we-stay”—where well-connected “grifters” and family dynasties are rewarded with taxpayer-funded parachutes — while students and parents are increasingly left with both the penalties, and the tab. A J425 Exclusive.

A January 28 memo from the Office of Accountability pitches athletic fees as a necessity for “fiscal sustainability.” Ironically, the document’s author, former Garfield Principal and Assistant Superintendent and current accountability administrator Theodore (Ted) Howard, has himself presided over several chapters of athletic administration defined by staggering ethical lapses, multimillion-dollar abuse settlements, and a sprawling web of nepotism that funnels public resources into private family “fiefdoms.”

The policy proposal was likely presented to the SPS board at a January 28 closed-to-the-public special meeting.

What Does the Memo Say?

This administrative memo (included as a downloadable PDF at the bottom of this post) outlines a proposal for Seattle Public Schools to reinstate “pay-to-play” participation fees to address budget constraints while sustaining its extensive K-12 athletics program.

The document argues that sports are essential for whole child development, citing data that links athletic participation to higher GPAs and better attendance compared to non-athletes. To balance financial needs with fairness, the district suggests a tiered fee structure with multi-sport discounts and a commitment to equity waivers for low-income families.

Ultimately, the text frames athletics as a vital tool for teaching life readiness skills, such as resilience and collaboration, which prepare students to solve future societal problems.

The recent history of Seattle Public Schools athletics reveals a different story.

This exclusive lays out an aggregation of recently-reported scandals that depict a landscape of waste, fraud and abuse: Issues that must be subjected to the sunlight of transparency… and the restorative powers of justice, before families are asked to foot the bill for mistakes that the district has failed to address.

Wait for It: Ted Howard’s Brother-in-Law…. Given $200k Tax-Payer Funded Golden Parachute… After Pay-to-Play Athletic Scandal at Sugiyama High

The credibility of the district’s request for more parent capital is somewhat undermined by the history of its leadership. Case in point: a specific high-profile case of pay-to-play in athletics, where the money runs the opposite direction from the plan laid out in the memo.

Accordingly, the Alan Sugiyama High School / Great Futures Prep pay-to-play scandal is the first of five recent episodes of athletic corruption that we’ll walk you through in this J425 exclusive.

More Family Business: the Patu-Jackson Dynasty

The Howard-Powell connection is only one thread in a larger tapestry of SPS nepotism and problematic stewardship of responsibilities and athletics.

Case in point, the Patu-Jackson family, headed by legendary retired board member Betty Patu, a group that has collectively exerted an iron grip on city and district South End interests for decades.

The family’s influence is literal: at least six family members served on the citizen design committee (of 20) for the $297 million Rainier Beach High School rebuild, successfully naming two buildings after themselves.

The family web includes Betty Patu (school board), Annie Patu (Rainier Beach Principal), Virginia Bethea (Patu) Rainier Beach external communications professional, Virginia’s husband Mike Bethea (Rainier Beach Head Basketball Coach), Betty’s son Saul Patu (former Roosevelt coach, fined in the Roosevelt matter), and Miracle Jackson-Patu (RBHS design committee member). Betty’s other son Paul Patu manages a prominent King County social non-profit, as did Betty’s daughter Marty Jackson, more on her momentarily.

when Saul Patu was implicated in the state’s second largest recruiting scandal in history at Roosevelt High School.

At the same time, Marty Jackson and Miracle Patu-Jackson were named in a federal drug trafficking indictment.

At the time of her federal indictment on fentanyl and weapons distribution charges, Marty Jackson was a district-contracted safety specialist and “violence interrupter” trusted to protect the students of Rainier Beach High School — after the district chose to kick Seattle police off campus.

At the time she received the contract, Marty’s sister Annie Patu was principal at Rainier Beach, her sister was leading community outreach at Rainier Beach, and her brother in law Mike Bethea ran the basketball program in a gym bearing his name.

The name of the gym? Chosen by a community school renovation design advisory team panel of 25 or so citizens — at least six of whom were Patu/Jacksons.

It’s also worth noting that the design of Rainier Beach didn’t turn out great either.

Within a year of opening, the $297 million dollar campus has sunk significantly into the peat bog it was built on; and unmitigated methane gas poses a “non-zero” chance of a catastrophic explosion underneath the high school foundations.

In a third superseding indictment filed last December, prosecutors allege a multi-national drug and weapons ring was operated out of the family home—the same family home central to the district’s most prominent athletic programs.

Was principal Annie Patu or brother-in-law Mike Bethea aware that their relative Marty was running a multi-state fentanyl and weapons cartel out of her Kent home, an organization that included three generations of the family and all five Jackson-Patu members living at the home? Unknown – the district didn’t launch an investigation into the matter, they just quietly severed the “violence interrupter” and safe passages contract with Jackson’s SE Network Safety Net.

A Legacy of Failure: From Garfield to ‘The Kennel’

Assistant Superintendent Ted Howard’s promotion to “Accountability” chief is a grim irony given both the corruption that his brother in law presided over at Sugiyama high, and Howard’s own administrative tenure at Garfield High School.

During Howard’s time as a building administrator, one of the most distressing failures of student safety occurred.

It was also the single most costly failure in athletic and administrative oversight in district history. Administrators failed to flag the background of a security guard/volunteer coach and failed to supervise a head girls basketball coach. Together these two employees spent six years systematically sexually abusing a minor girls basketball player. A KUOW investigation showed that administrators with knowledge of hiring oversights and rumors of abuse failed to act on numerous occasions.

That negligence cost a girl her youth and it cost taxpayers a record-breaking $16 million settlement.

Apparently, Seattle Public Schools saw this track record as the makings of an accountability expert. Howard wasn’t disciplined; he was promoted. And while he was Assistant Superintendent, his brother in law’s aforementioned pay to play scandal occurred. Now, Howard’s office oversees the fallout of the Roosevelt High School scandal, serving as the WIAA’s single point of contact for all matters concerning athletic accountability.

Memo: SPS Athletics Has Positive Correlation to Academic Success. Roosevelt Scandal Shows Otherwise

Speaking of accountability, district leaders have failed to reign in a systemic culture of less than accurate paperwork. This problem appears again in Howard’s less-than-transparent memo, which claims athletics drive “academic success.”

Compare that to the bleak reality exposed by the Roosevelt investigation, where WIAA investigators found that Roosevelt administration recruited 18 established, highly-rated recruits, effectively luring them out of area high schools where all 18 were excelling in football and academically eligible to participate per state standards. These players were tempted from their schools with empty promises of scholarships, and upon reaching Roosevelt, they were immediately instructed to lie on federal paperwork, declaring themselves homeless, in a well-worn SPS trick designed to circumvent WIAA eligibility rules by taking advantage of leniency shown to truly homeless students. When the school year started, these 18 “homeless” players were funneled (read: segregated) into a specialized district academic counseling initiative called “The Kennel”—basically a one-off academic intervention program/exclusive players-only on campus night club, run by Saul Patu, at a cost of $160,00 in sole source payments made to Patu by Roosevelt boosters. The boosters were told the program would support the academic success of “Black and Brown players”, and the sole source hand out was approved by former RHS principal Tami Brewer.

This charitable academic intervention did nothing but make Patu $160k richer — nearly all of the 18 involved athletes failed to graduate on time. Most barely even attended class2.

Teachers interviewed by a WIAA fact finder described “The Kennel” not as a classroom, but as a “private dining room” and “private hangout” for football players to watch game film. For students who already weren’t subject to grade checks — thanks to Patu and head coach Sam Adams registering the players as homeless, the results of this “academic” intervention were predictable: massive absenteeism and utter academic failure.

• One “student” failed five of six classes while racking up 63 absences.

Tyran Stokes is Just the Latest in a Series of Non-District Players Taking the Place of Local Kids on SPS Teams

For SPS students and parents watching along as Rainier Beach basketball cruised to a 3A title, led by a star player who lived in California until November 13, the new “pay-to-play” model must feel especially bitter, compared to the red carpet treatment the district rolled out for the out of state and likely ineligible five-star recruit.

Through another batch of less-than-honest athletic paperwork, Tyran Stokes, a top-tier California prospect with a history of disciplinary issues, was granted immediate mid-semester eligibility at Rainier Beach High School, where he went on to star on a state championship team coached by Mike Bethea. After winning the 3A title last week, Stokes posted the above photo to his Instagram, sitting apart from the team with the trophy, a pile of greasy cash laying prominently on the ground.

While the district lied by omission on Stokes’ registration paperwork in order to accommodate a new national schedule that Bethea just so happened to be working on as Stokes appeared in Seattle (Bethea said he had no knowledge of Stoke’s impending transfer before he showed up the day before the season), local students who followed the WIAA transfer protocol – Achilles Reyna, for instance – are forced to sit out 40% of their season due to rigid transfer protocols. Obviously, it’s much easier just to NOT follow the rules, a behavior that SPS athletic leadership has modeled again and again. STORY CONTINUES BELOW INSET.

In Summary

While Seattle Public Schools is undoubtedly suffering from a lack of revenue; consider the sums of money wasted or misdirected by SPS leadership in the scandals of the recent years. The district is only paying $500,000 out of pocket in the Garfield settlement, but what of the legal costs for that six-year-case? What of the future civil litigation likely to follow after the former Garfield girls coach pled guilty to sexual misconduct with a student? What of the fines and legal fees related to the admissions that multiple Garfield administrators failed to act on information relating to the abuse of the girl?

What about the fact that at least seven SPS coaches and administrators were fined as much as $2,500 each for responsibility in the Roosevelt matter? How much did the district spend on legal representation during the six month WIAA investigation (that the district took pains not to cooperate with, according to the WIAA investigator). How many athletic fee waivers could be funded by the $160,000 in tax free charitable money handed out to Saul Patu, for the service of segregating recruits in what amounted to a social club, where almost all of the involved players stopped attending class regularly and many failed to graduate on time?

Then, there’s the Sugiyama pay to play. Before asking district taxpayers to shell out hundreds and even thousands of dollars for their kid to play sports, shouldn’t the district at least chase down that $22,000-a-year in fraudulent tuition collected by the Great Futures Prep management? Shouldn’t the district show enough respect for their tax base to report the crime to authorities, and actually assist the authorities in locating the funds and wrongdoing? And what of the six-figure golden parachutes, the reward given to those overseeing the bilking of tax payers? How can SPS shell out taxpayer cash to reward administrators who actively bilked students and parents and – at the same time – look to parents, shrug, and say “ya gotta pay if you wanna play?”

Takeaway: Board Should Appoint an External Investigator to Probe Corruption and Nepotism in SPS

In summary, it’s incumbent on district administration to first confront the crises of integrity plaguing SPS athletics before extending an open palm to the district tax base.

Before Ted Howard asks a single working-class parent to write a check for their child’s right to play, (might want to call in some extra resources when the ask is made of Sugiyama parents), the district must account for the aforementioned hundreds of thousands or even millions squandered on legal payments, sole source handouts (“The Kennel”), six figure golden parachutes (the Powell settlement), and the untold legal fees protecting a culture of nepotism.

True sustainability doesn’t start with parent fees—it starts with cleaning house and adopting a commitment to integrity and honesty. Before asking parents to “pay-to-play”, the district must at least take initial steps in cleaning up their own sordid history of pay-to-play, corruption, nepotism and dishonesty rampant in the SPS athletics system.

If you’re thinking this sounds like a good idea for a memo, you’re not alone. In fact, it’s an even better topic for an unscoped external investigation: the board should appoint an external fact-finder to get to the bottom of the aforementioned scandals, identify the sum total of lost, misplaced and wasted funds and root out any and all instances of continued corruption and lack of fiscal, academic and athletic stewardship present in the Seattle Public Schools system.

Rainier Beach High School principal Annie Patu voluntarily sat down with the FBI in December 2024 amid the ongoing Jackson Drug Trafficking Organization (DTO) federal court proceedings.

SEATTLE — Despite residing in King County Jail since his arrest by Bellevue SWAT on June 4, 21-year-old Nikita Tyukalo is hardly a defeated man awaiting trial. Held on a $5 million bond and facing potential life in prison for human trafficking and leading organized crime, the former Bothell high school basketball star appears to be waging a shadow war from his cell.

According to court proceedings and exclusive records obtained by J425, Tyukalo is actively orchestrating a campaign of witness intimidation and financial evasion, relying on a playbook that successfully dismantled two previous criminal prosecutions against him. If the criminal justice system relies on witnesses showing up to testify, Tyukalo is currently working overtime to ensure the state’s witness list is empty before his trial begins.

The urgency of the situation was laid bare in a King County Superior Court hearing last week where prosecutors revealed that Tyukalo was caught using jail phones to hide his illicit fortune. Believing he could circumvent standard jail monitoring by speaking in Russian, Tyukalo was recorded ordering his sister and his father to access and move nearly one million dollars in stolen funds, transferring the money across five different accounts.

A second key victim, identified as HV, is currently living out of state and battling severe post-traumatic stress resulting from her time in Tyukalo’s Bellevue mansion. During her captivity, HV was forced to live in a closet and routinely had a gun placed in her mouth. On one particularly harrowing occasion, when HV expressed that she was feeling suicidal, Tyukalo handed her a pistol and coldly told her to “do it”. While HV has reiterated her conviction to see the case through to trial, the relentless pressure exerted by the Tyukalo organization has exacted a tremendous psychological toll.

The intimidation has not been limited to phone calls or private investigators. The mother of a third named victim, ML, addressed the court last week to report a terrifying real-world confrontation.

She testified that a known “goon” associated with Tyukalo recently crashed her daughter’s high school graduation party in a brazen attempt to convince the teenager to recant her police statements.

The uninvited man had to be asked to leave the premises eight separate times by the young women and their mothers.

“Watching your daughter have an extreme panic attack, visibly trembling and shaking violently from this unwanted presence — at her graduation party — was absolutely heartbreaking,” ML’s mother told the court. She emphasized that ankle monitors and no-contact orders offer scant comfort against a man who uses fear and the credible threat of violence as a primary tool of dissuasion.

KING COUNTY SUPERIOR COURT — Attorneys for Nikita Tyukalo — the 21-year-old accused of orchestrating a sprawling OnlyFans content-creation slash human trafficking mill out of the ground floor of a Bellevue mansion — will ask the court to cut his bail from $5 million to $100,000, according to a motion filed Thursday. If the judge agrees at his Tuesday, June 30 hearing, Tyukalo could potentially bond out that afternoon, and resurface in Lake Stevens, where his attorneys say he intends to live with his father.

Previously, Tyukalo’s brother-in-law was picked up by the Feds in Lake Stevens and convicted in a 2026 fraud case prosecuted by the Southern District of New York.

The 10-page bail motion, filed June 25 in King County Superior Court, attacks the state’s $5 million dollar bail as a “grossly disproportionate” ransom.

KIRKLAND — Nikita Tyukalo, the 21-year-old at the center of a major Eastside extortion and human trafficking case, once attempted to recruit a Kirkland police officer to work for his adult entertainment business during a routine traffic stop, according to police records obtained exclusively by J425.

According to a supplemental report, Kirkland Police Officer Namba said he was assisting another officer during a Feb. 16, 2025 traffic stop when the driver, Tyukalo, began questioning him about the law enforcement profession.

Tyukalo specifically inquired about the officer’s income and job satisfaction.

When Namba offered vague answers but noted that he loved his work, Tyukalo allegedly countered with an immediate job offer:

“You should come work for me.”

Tyukalo boasted to the officer that he had a McLaren supercar at home and claimed he made a lucrative living managing “OnlyFans models.”

Moments later, a female associate of Tyukalo arrived at the scene to deliver missing vehicle paperwork.

Tyukalo actively encouraged the officer to look the woman up on the adult subscription platform, handing Namba a business card and a username that the officer did not record in his final report.

Namba formally documented the bizarre encounter in a March 8 supplemental report after recognizing Tyukalo’s name as a primary target in a newly launched extortion investigation.

BELLEVUE — A full year before SWAT teams kicked in the doors of “the Bellevue Diddy Mansion”, the multi-tiered criminal sexploitation and trafficking enterprise directed by the 21-year-old pretend financier and serial woman-beater Nikita Tyukalo was nearly brought down by two of his longterm victims.

Public records exclusively obtained by J425 from Superior court via the Kirkland and Bothell Police Departments reveal a high-stakes flashpoint in March 2025 that demonstrates the calm, cool manipulative manner in which Tyukalu navigated a dual set of very serious (accurate, well-founded complaints) …and comes out the other side without a dent in his armor — and even more remarkably, he comes out the other side with both of the women at the center of the extortion and trafficking complaints still in his orbit.

Over a chaotic 72-hour window in March of 2025, two separate clusters of families and insiders attempted to hand law enforcement the keys to dismantling Tyukalo’s digital content mill.

Instead, Tyukalo utilized late-night intimidation, digital gatekeeping, and psychological and physical dominance to flip his accusers, weaponize bureaucracy, ….and even attempt to recruit an active police officer into his operation.

The 4 AM Door Knocks: Tyukalo Sends the Muscle

The operational crisis for Tyukalo’s then-unregistered modeling agency, “Luxe Allure Collective,” began in the dead of night on March 8, 2025.

For reasons investigators later traced to escalating disputes over account control and stolen revenue, Tyukalo deployed his designated “muscle”—6-foot-2, 370-pound Sean Royce Tucker—to launch a dark-of-the night intimidation campaign targeting Tyukalu’s troublesome employees, who apparently wished to be paid instead of extorted. For Nikita, this sort of dissension couldn’t be tolerated.

02:24 AM — MM, 20-year-old female, contacts Bothell Police from a residential location.
03:43 AM — Mohammad Reza Namavar dispatches a 911 call to Bothell Police.

At 2:24 a.m., 20-year-old MM1—a model working under Tyukalo’s digital umbrella—contacted Bothell Police while crying and highly anxious. Dispatch logs from National Standard Operations Network (NORCOM) state MM was “receiving text messages from her mom in Mill Creek saying [a] subj is there telling her that RP [Reporting Party] owes him money”. The late-night visitor was demanding cash on behalf of Tyukalo.

Exactly one hour and 19 minutes later, at 3:43 a.m., Mohammad Reza Namavar dispatched a frantic 911 call to Bothell Police from his home. Tucker had arrived at the front door, towering over the threshold. The elder Namavar refused to open the door as Tucker delivered a highly specific, coercive threat targeting Namavar’s son, Bijan, a lower-level recruiter for Tyukalo.

According to police records, Tucker stated that “my friend sent me, to tell you that your son was with [a] 15 year old girl”.

Bothell Police Officer Josiah Rothe later noted that Tucker was “very vague” and claimed to possess an explicit video of the encounter, explicitly telling the family that “the boss” sent him.

The Next-Day March to Kirkland PD

The Eastside native posted the final, haunting scene of The Godfather Part II at the end of an otherwise cliche carousel of materialistic self-mastabatory nonsense. To say that the the iconic shot of a battle-worn Michael Corleone sitting frozen, brooding, and utterly isolated at a lonely dinner table stood in contrast to the rest of the posted material is an understatement.

So what are we to make of the alusion to Pacino’s Corleone? Did Bro mistake this for Scarface? Nah. Give him more credit than that. Perhaps in the chrome-hearted calculus of the modern social hustler, Tyukalo almost certainly saw himself mirrored by this ruthless archetype of absolute power, financial triumph, and playboy status. Mafia shit, amiright?

The un-self-aware irony is more interesting to consider. In Francis Ford Coppola’s cinematic masterpiece, the scene is not an anthem of victory; it’s a portrait of psychological ruin, a glimpse of madness brought about by elective criminality. Michael Corleone sits alone because his casual savagery and vanity ruined his life, turned him into a shadow of the good man he’d once been and trapped him away from everyone who ever loved him. Nikita Tyukalo is sitting in a concrete cell at the King County Jail, locked down under the weight of a massive $5 million cash-or-surety bond — a bond for which the supposed future-billionaire can’t even summon the ten percent fee that’d lead to his release. Turns out none of that life was really his, it was all a scene from a movie.

As the walls close in around his shattered network, the towering, 6-foot-7 former basketball player faces a relentless onslaught of state and looming federal prosecutions that carry a maximum penalty of life in prison. Today he’s facing a possible life of incaceration alone. But he’ll have more company soon.

Feds Circle as State Reviews Charges for Tyukalo Associates Cory Connor, Kamal Muhammad

The formal indictment handed down by King County Prosecuting Attorney Leesa Manion June 10 stripped away the skin-deep glamour of Tyuakolo’s alpha veneer and exposed the raw mechanics of a high-volume human trafficking syndicate.

One victim, identified in court documents as ML, told detectives, “I didn’t think it was anything like how it was.” In her first month of grueling, near-continuous streaming, she received a mere $1,000.

Once the women moved into the group’s upscale rental homes across the Eastside, the trap snapped shut. Muhammad served as the technical manager and digital gatekeeper. He would mandate that the new models complete initial platform verifications, requiring them to hold up their driver’s licenses for the camera. The moment the accounts were active, Muhammad systematically changed every password, locking the women completely out of their own digital identities, their messaging channels, and their banking data.

The women had no idea how much money their faces and bodies were actually generating. They were forced into a punishing schedule: streaming live on webcam site Chaturbate for eight to 14 hours a day to collect viewer tips, and then spending an additional three to four hours fulfilling custom, highly explicit video requests on OnlyFans. Because the women did not own their passwords, they were entirely dependent on Muhammad to log them in from a master computer. If a woman attempted to reclaim her digital identity, two-factor authentication codes traveled instantly to the cell phones of the men, ensuring absolute digital enclosure.

Inside the Mirage: Nihilism and Prop Money

There is no complex, cinematic mastermind mystery behind why these women were subjected to seven-day-a-week indentured servitude. The reality is fueled by pure, unadulterated nihilism, immaturity, and a profound sociopathy.
